Donald Ivy Frazier

Deputy Director

Donald Ivy Frazier has over 13 years experience in the non-profit management sector specializing in fund and program development; contracts and compliance; quality management; and legislative affairs. His guiding interests are the development of policies that promote socio-economic and educational achievement as essential components to sustain communities.  His penchant for non-profit innovation, social justice, and policy provide a foundation to further explore and develop solutions that address the underlying structural causes of poverty, social injustice, and health and human rights violations.

Mr. Frazier is nationally known for his innovative style and accomplishments.  He currently serves as President of the San Francisco Association of Alcohol and Drug Program Contractor's and Co-chair of Hospital Council Advisory Committee on African American Health Disparities.  Mr. Frazier has received many honors recognizing his contributions to improving community health and human services.

Betty Abacan, C.P.A.

Chief Fiscal Officer

Betty Abacan, C.P.A. graduated from the University of the East in the Philippines with a BS in Business Administration. Under the direction of the Executive Director, Ms. Abacan provides Westside with leadership in all areas of finance and general operations. She functions as the principal fiscal officer in directing Westside’s financial and budgetary activities.

Prior to coming to Westside, Ms. Abacan as the Controller/Department head of Administrative Services for the Family Service Agency of San Francisco.

Ron Albucher, MD

Chief Medical Officer

Dr. Ron Albucher has been a member of the faculty in the Department of Psychiatry at the University of Michigan Medical School since 1998. He is widely published and is currently the editor of the Patient Management Section of FOCUS for American Psychiatric Publishing, Inc. He is the Education Director of the VA Hospital Division in Ann Arbor, Michigan and has served in leadership positions on the Michigan Psychiatric Society Executive Board, most recently as treasurer. He is a member of Finance and Budget Committee for the American Psychiatric Association.

Dr. Albucher’s research interests include resident education, particularly psychotherapy and neuropsychiatric training. He is also interested in the psychotherapeutic and neurosurgical treatments of obsessive-compulsive disorder.
